If you've searched "pet safe candles" you've seen a lot of products wearing the phrase and very little explanation of what it's supposed to mean. That's the actual problem. The label sounds like a standard has been met, and no standard exists.

Here's what the evidence supports instead, and what changes the answer.

The short answer

There's no such thing as a candle that is safe for all animals in all situations, and no seller — us included — can honestly tell you otherwise.

What there is: a set of things that genuinely change the risk. Which animal is in the room. What's in the fragrance. How the animal could actually come into contact with it. Whether the candle can be knocked over.

Three of those four are yours to control, and the fourth is on the label if the maker discloses it. That's a more useful answer than a badge.

"Pet safe" isn't a defined term

Look for the body that certifies pet-safe candles in Australia and you won't find one. Search the ACCC's register of mandatory standards and bans and candles appear once — a ban on combustible candle holders, which is about fire. There's no standard covering candle fragrance, no register of approved products, and no test a candle passes to earn the phrase.

What does exist is the general law that covers every claim a business makes. The ACCC's guidance is short and clear: "A business must be able to prove any claim they advertise." Any claim about a product must be "accurate, truthful and based on reasonable grounds."

So "pet safe" on a candle isn't a certification. It's a representation the seller has to back up if asked.

That shifts the useful question. Not is it labelled safe, but what is it, and how am I going to use it.

Full disclosure before we go further: we make and sell candles. You should know that before you weigh anything here. Our own signature candles are hand-poured in Melbourne with natural soy wax, FSC-certified wood wicks, and phthalate-free fragrance oils made in Australia. Those are specifications — things we can evidence about what goes in the jar. None of them is a safety claim about your animal, and we're not going to dress them up as one.

Why the answer changes by species

Most pet-and-candle content treats "pets" as one category. The veterinary literature doesn't, and the differences aren't small.

Cats

Cats are the species most of the essential-oil warnings were written for, and there's a specific reason.

Glucuronidation is one of the main ways a mammal's liver packages up a foreign compound so the body can get rid of it. It's handled by a family of enzymes called UDP-glucuronosyltransferases, or UGTs.

Cats are missing some of them. A 2013 review in Veterinary Clinics of North America: Small Animal Practice describes the feline UGT1A6 gene as carrying "multiple mutations in all cats." It's a pseudogene — a permanently disabled copy. Cats lack both UGT1A6 and UGT1A9 (Court, 2013).

The defect matters most for compounds with what that paper calls "a simple planar phenolic structure." A lot of fragrance chemistry is phenolic. That's the real reason cats keep appearing in poisoning warnings.

Dogs

Dogs process these compounds substantially better. The same 2013 review reports dogs express up to 10 different UGT1A enzymes, against two functional copies in cats.

That gap is real, but it isn't immunity. Australia's Animal Poisons Centre names five oils as hazardous to pets: eucalyptus, tea tree, camphor, clove and wintergreen. It reports severe poisoning in both dogs and cats from concentrated tea tree oil applied to skin.

Birds

Birds are the species to be most careful with, and it's worth being honest about why: the caution rests on anatomy, not on candle studies.

A bird's respiratory system is built differently. Air moves through it in one direction, through rigid lungs driven by air sacs. Mammal lungs fill and empty instead.

That difference matters for toxicology, and the literature is careful about how it puts this. A 1997 review in Environmental Health Perspectives set out to examine the mechanisms that "may lead to significantly different results, relative to those in mammals, following exposure to toxic gases and airborne particulates" (Brown, Brain & Wang, 1997).

That's a statement about mechanism and plausibility, not a measured comparison of harm. It's still the best-grounded reason to treat birds as a separate case.

The RSPCA's guidance is consistent with that. "Companion birds are very sensitive to air contaminants. Whatever they breathe in gets absorbed into their bodies very quickly" (RSPCA Knowledgebase, updated June 2024). The hazards it names are aerosol sprays, non-stick sprays, spray starch, perfumes, smoke, self-cleaning ovens and natural gas.

Worth being precise about: that RSPCA list doesn't include candles. Plenty of articles cite it as though it does. What the source actually supports is narrower — birds are unusually sensitive to what's in the air, and perfumes are named. The candle inference is ours, and it rests on the anatomy above, not on the RSPCA.

The practical version: if you keep birds, don't burn scented candles in the same room, and don't treat "it smells mild to me" as evidence of anything. A bird can't leave.

Rabbits

There's almost no candle-specific evidence here, so treat this as a reason for caution rather than a finding.

Rabbits are obligate nasal breathers. The epiglottis sits against the soft palate, so they can't switch to mouth breathing except in severe distress (Jekl, Vet Clin North Am Exot Anim Pract, 2021). That review notes "simple" rhinitis alone can cause severe respiratory distress and collapse.

An animal that can only breathe through its nose, in a hutch it can't leave, isn't in the position a dog is. A dog walks out. Ventilation and distance do most of the work here.

What actually determines the risk

Three variables, in the order they matter.

What's in it. Essential oils and fragrance oils are different product lines with different chemistry. The five oils the Animal Poisons Centre names are essential oils. If a maker discloses what's in the fragrance, you can check. If they don't, you can't — and that's a fact about the product, not about your diligence.

How the animal meets it. The Animal Poisons Centre is explicit that risk isn't a fixed property of an oil. It "is dependent on many factors including the type of essential oil, the concentration of the oil and how your pet is exposed to the oil (ingestion, inhalation, skin exposure etc)."

Read the severe cases in that guidance and the pattern is consistent. The liver damage came from concentrated oil on skin. The seizures came from swallowing it. A candle disperses a diluted fragrance load slowly into the volume of a room. That's a different proposition from a bottle, and it's why the bottle is the thing to lock away.

Whether it can be knocked over. This is the one people rank last and shouldn't.

The risk owners underrate: the flame

Search for pets and candles and you'll get toxicity. The Australian fire services are worried about something more immediate.

Fire Rescue Victoria's advice is blunt: "please never leave a burning candle unattended." Candles belong "on stable, uncluttered surfaces that won't burn, and placed well away from curtains and other flammable materials" (CFA and FRV, August 2025).

That same release carries the number worth sitting with.

Now put an animal in that picture. A wagging tail sits at coffee-table height on a lot of breeds. A cat that decides to cross a mantelpiece will cross the mantelpiece. Neither fire service is writing about pets, but "places where they can fall" (Fire and Rescue NSW) describes a lounge room with an animal in it fairly well.

There's one regulated corner of this worth knowing. Australia permanently bans candle holders and decorations that ignite and keep burning for five seconds or more. The ban names wood, plastic, fabric, feathers, pine cones, cardboard and paper (ACCC Product Safety, Consumer Protection Notice No. 12 of 2011).

That's the one candle rule with real legal force behind it in Australia. It's about fire. Not fragrance, not pets.

What a label can and can't tell you

A candle label can honestly tell you a few things. What the wax is. What the wick is made of. Where it was poured. And, if the maker chooses, what's in the fragrance.

It can't tell you a candle is safe for your animal. That depends on your animal, your room and how you burn it. Any label claiming otherwise is a claim the seller has to be able to prove.

For what it's worth on our own products: we use fragrance oils rather than essential oils. That's a composition fact and it matters here only because the named warnings above are about essential oils specifically. Fragrance oils carry their own aroma chemicals, and the same questions of concentration and exposure still apply. We don't describe any of our candles as pet safe.

Burning a candle safely around animals

Height and airflow do most of the work.

  1. Put it where the animal can't reach it. Above tail height, back from the edge, on something stable that won't burn — and not something a cat treats as a walkway.
  2. Never leave it burning in an empty room. Both fire services say this. Put it out when you leave, and before bed. A snuffer does that without the splatter you get from blowing one out.
  3. Ventilate. Door open or window cracked, especially in a small room.
  4. Keep the wick trimmed. A short wick burns with a smaller, steadier flame and less soot. Scissors work; a wick trimmer is tidier.
  5. Burn it properly the first time. A candle that tunnels ends up with a flame sitting down inside a wax well, which is worse on both fronts.
  6. Different room for birds and caged animals. They can't leave.
  7. Let the ones who can leave, leave. If your cat walks out, that's information.
  8. Store concentrated oils in a cupboard. That's the exposure route behind the serious cases — not the candle.
  9. Check disclosed fragrance against the five named oils if the maker publishes it.
  10. Ask your vet first if your animal has a respiratory condition. That's a clinical question, not a candle question.

If something goes wrong

Signs of essential-oil poisoning reported by the Animal Poisons Centre include drowsiness, unsteadiness, confusion, vomiting, panting, seizures and coma.

If you see any of those, or you've seen your animal chew a candle, swallow wax or get oil on their coat, don't wait it out.

The honest summary

"Pet safe" is a phrase, not a standard. Nobody certifies it, and the law simply requires that whoever prints it can prove it.

Underneath the phrase there's a real answer, and it's species-specific. Cats have a documented enzyme deficiency. Dogs handle the same compounds far better and still get poisoned by concentrated exposures. Birds have a respiratory system that plausibly handles airborne contaminants differently, and belong in another room. Rabbits can only breathe through their noses.

And across all of them, the risk that actually kills people and animals in Australian homes is an unattended flame in a lounge room.

Put it up high, open a window, put it out when you leave. Read the fragrance if the maker gives you one to read.
